Abstract:
Rural education is as important as its urban counterpart; therefore the need to promote it using the latest (IT) technology is also important. Now that student’s enrollment increases and government base funding for education decreases, the use of technology becomes more important to both administrators and instructors in the urban and rural areas. These evolutions of information and communication technologies (ICTs) have changed educational models and teaching organization techniques. The increasing demand for university education in Nigeria that could not be met due to lack of facilities and shortage of personnel; so also workers desire for professional and upgrading opportunities that would not remove workers desire from workplace, the key to unraffle these issues is the use of information and communication technology (ICT). This paper presents the neural network of a web-based learning that will increase access to high quality university education especially in rural areas based on the principle of active learning and knowledge building.

Abstract:
Cloud computing, which is the practice of using a network of remote servers hosted on the Internet to store, manage, and process data, rather than a local server or a personal computer, has attracted lots of eservices, especially the e-commerce enterprise. It has solved the problems of environmental costs and shortage of resources associated with e-commerce. In this paper, we reviewed literature briefly and introduced the concepts, origins and developmental trends of cloud computing, and on the basis of the issues raised, we analyzed ecommerce models. On the other hand, we examined the security needs and point the way forward to resolve security issues.

Abstract:
Agriculture, which is the art, science, and industry of managing the growth of plants and animals for human use, has contributed greatly to the wealth of this nation. It has also provided employment for greater percentage of the population. Sustainable and equitable development of a nation is greatly depended on improvements in the agricultural sector of such nation. Meanwhile, while ancient agriculture depends on energy and local agricultural implements, the modern agriculture depends heavily on education, which covers the areas of engineering and technology, biological and physical sciences. Irrigation, drainage, conservation, and sanitary engineering, each of which is important in successful farming, are some of the fields requiring the specialized intensive knowledge of agricultural professionals. The role of education as a key mechanism for promoting improved agricultural practices and development is universally accepted, delivering a sustainable agricultural development in the rural and urban centres remain a challenge. This paper focuses on how the farmers can take the advantage of distance education and eLearning, anchored on Information and communication technology (ICT) to promote a sustainable agricultural development in Nigeria.

Abstract:

As information and communication technology (ICT) is growing, government at all levels, health services researchers, and ICT professionals have been investigating the use of advanced telecommunications and computer technologies to improve healthcare system in Nigeria. The efforts so far has resulted in what is now known as telemedicine. For these advanced technologies to improve healthcare system, many factors need to be considered. Therefore, in this paper, we identified the challenges facing healthcare system and telemedicine in Nigeria. We also considered telemedicine facilities, current status, limitations and recommendations on what should be done to overcome the limitations.

Abstract:

The cardinal point of vision 20:2020 of Federal republic of Nigeria is that “By 2020 Nigeria will be one of the 20 largest economies in the world able to consolidate its leadership role in Africa and establish itself as a significant player in the global economic and political arena.” [NV2020]. To attain this overarching goal of reaching the top 20 economies by year 2020, the Country will need to enhance her economic development performance under the key parameters of Polity, Macro-economy, Infrastructure, Education, Health, Agriculture, and Manufacturing. Suffice to say, these parameters are not exhaustive. [NV2020]. While this program sounds laudable both in theory and in practice, and could be seen as a right step in the right direction, the question however is considering the political situation, infrastructure development, Macro-economic policies in the country, “how prepared is Nigeria in attaining these lofty goals by year 2020”?. Nigeria is one of developing countries that are yet to enter the mainstream of eCommerce, yet is having a dream to become a significant player in the global economy by 2020. Given the prevailing situation in the global market to-day eCommerce is one of the key global marketing strategies and Nigeria is yet to enter the market. This paper is written to sensitize the Nigeria Computer Society (NCS) which is the umbrella body for Information Technology in Nigeria, the eCommerce stakeholders in Nigeria, such as Nigeria Internet Group (NIG); Internet Ser-vices Providers‟ Association of Nigeria (ISPAN); The Nigerian Cyber-crime Working Group(NCWG), the Nigerian Communications Commission (NCC); National Information Technology Development Agency (NITDA), banks, businesses, technocrats and the Federal Government of Nigeria to wake up from their dream and join this global economic train towards achieving the vision 2020 goals.

Abstract:
Mobile payment is the process whereby two parties exchanging financial value using a mobile device in return for goods or services. In Nigeria, banking industry and citizens all incur a high overhead in using physical cash. However, mobile phone-based payment system is a viable alternative to physical cash since it incurs much lower overheads and offers more convenience as the users can transact business anytime of the day, 24/7. Because security is of paramount importance in any financial transactions, this paper therefore, focuses it attention on the security issues in mobile payment for m-commerce with emphasis on personal identification number (PIN). In the paper, we carryout a review of m-commerce, m-payment and its operational model, the technologies and standards for m-payment systems. Finally, the paper proposed a method and system for securing a payment transaction model.

Abstract:
Nigeria has been known as a country where fraudsters, cheats, and perpetual crisis reigns, as a result the federal government through the Information and Communications Minister Prof. (Mrs.) Dora Akunyili, launched a branding campaign aimed at changing Nigeria's image as a nation of fraudsters and cheats, in perpetual crisis and where nothing works. Many Nigerians feel their country is unfairly maligned because of the criminal activities of a few citizens. However, the Information and Communications Minister and the arrow head of the project, Mrs. Dora Akunyili, has earlier made an appeal to the Chairmen of all the 774 Local Government Areas and Royal Fathers in the country to join hands with the Nigerian Government in disseminating the re-branding messages to the people in their citizens. This paper therefore addresses some of the causes of rebranding in terms of economy, poverty and unemployment rate, Vision 20:2020 project, issues and challenges, prospects and technological development; and finally, the roles of the youths and local governments toward achieving Mr. President’s vision 20:2020 and rebranding project.

Abstract:
Recently, the nation’s Independent National Electoral Commission (INEC) is considering the adoption of electronic voting (e-voting) in the consequent elections irrespective of the educational background of the people. In this paper, we first examine the present state of the conventional voting system. Secondly, we gave the overview challenges of using e-voting and try to give some solutions. Thirdly, we addressed the tradeoffs between the loss and gain of employing e-voting. Fourthly, we designed a simple protocol to show that technical problems as identified by publications in the literature can be solved fairly easily, though some of them seem subtle. Finally, we propose the steps to enable e-voting to be adopted even for critical elections in Nigeria.
